Since Quebec's Law 25 came into effect, any business that collects data on its website must obtain clear consent before triggering cookies, advertising pixels, or analytics tools. For many small and medium businesses, this legal requirement created a difficult choice: install a generic consent banner, often heavy and poorly integrated, or risk non-compliance. The main technical challenge behind Consorm was not displaying a consent popup, most tools on the market can do that, but actually blocking trackers at the source until the visitor responds. Many cookie banners simply display a message while Google Analytics, advertising pixels, and third-party scripts keep firing in the background, which exposes the business to compliance risk even if a banner is visible on screen. The solution also had to stay lightweight: a consent management script that is too heavy slows down the site, hurts the user experience, and can even hurt search rankings, the opposite of what we aim for with our clients. Another constraint: every brand has its own colours, its own visual identity, and its own configuration needs, so the banner had to be customizable without becoming complex to install for a small business with no dedicated technical team. Finally, Law 25 compliance is not limited to the banner itself: it also requires being able to prove, in the event of an audit, that consent was actually requested and recorded. That means a reliable, timestamped, and exportable consent record, a requirement many generic tools do not properly cover. Designing a product that solves all four problems at once, real blocking, lightness, customization, and traceability, while staying simple and affordable to install for a small team, was the real challenge behind Consorm. And because Law 25 keeps evolving, the solution also had to be built to stay current over time rather than becoming outdated after a few months, which ruled out a static, one-time-setup banner as a real long-term fix.
To meet these constraints, we built Consorm as a complete SaaS platform rather than a simple banner script. Tracker blocking happens at the source: Consorm takes control of the site's Google Tag Manager and applies Google's Consent Mode v2, the technical standard that keeps analytics and advertising tools inactive until the visitor gives explicit consent. As a result, the script weighs under 5 KB and installs with a single line of code, with a full setup that takes about 5 minutes, which avoids slowing down the site or tying up a technical team for days. The banner itself stays customizable to each brand's colours, so it blends in rather than visually overtaking the site. For traceability, we added a timestamped consent record, exportable in one click, viewable from a dashboard that also covers businesses managing multiple sites or operating in agency mode for their own clients. Finally, because a compliant banner alone does not guarantee a fully compliant site, we built in a free, no-obligation compliance scanner: it visits every page like a visitor who accepted nothing, flags the cookies, pixels, and third-party scripts that fire anyway, and produces a plain-language report on what to fix first.
